Title I Operations Manager

Overview
A growing education services organization is seeking a highly organized and detail-oriented Title I Operations Manager to oversee the day-to-day operations, compliance, funding coordination, provider support, and billing processes for its Title I programs.
This is a hands-on operational role for someone who understands how to keep compliance-driven education programs running smoothly. The Title I Operations Manager will work closely with the DOE, internal education leadership, providers, finance, HR, and technology teams to ensure services are properly approved, staffed, tracked, documented, billed, and executed throughout the year.
The ideal candidate is strong with follow-through, systems, communication, documentation, and cross-functional coordination. This person should be comfortable managing details, solving issues, supporting providers, and making sure all operational pieces stay aligned with DOE requirements and funding approvals.
Key Responsibilities
Oversee daily operations for the organization’s Title I programs, ensuring services are delivered smoothly, accurately, and in compliance with DOE requirements.
Serve as the day-to-day point of contact with the DOE regarding program execution, compliance, timelines, billing, documentation, and operational issues.
Manage provider intake, onboarding, and ongoing provider support, including system access, scheduling questions, documentation needs, and operational troubleshooting.
Ensure alignment between approved funding, needs assessments, school service plans, provider assignments, and actual service delivery.
Coordinate the annual and mid-year needs assessment process together with the education team.
Translate needs assessment data into compliant, fundable services and support proper execution across schools.
Track utilization and funding across schools, identifying underutilization, overutilization, gaps, or risks before they become larger issues.
Prepare utilization reports, reconciliations, and documentation to support internal planning, DOE reporting, billing, and compliance.
Support DOE billing processes by ensuring accurate data, resolving billing-related issues, and coordinating with finance and internal teams.
Prepare for and support audits, reviews, documentation requests, and compliance checks.
Act as a liaison between providers, education leadership, finance, HR, tech, and other internal departments.
Maintain accurate records, clean documentation, and consistent communication across systems.
Identify operational gaps and recommend improvements to workflows, reporting, provider support, and compliance processes.
Qualifications
Experience in education services, Title I, DOE-funded programs, special education services, provider operations, or another compliance-driven program environment.
Prior experience managing or coordinating a team, providers, or cross-functional workflows.
Strong understanding of compliance-driven programs, documentation requirements, reporting, and deadlines.
Excellent organization, attention to detail, and follow-through.
Strong communication and interpersonal skills.
Ability to work independently while coordinating with multiple internal departments.
Comfortable working with systems, data, reports, billing details, and documentation.
Strong problem-solving skills and ability to manage issues calmly and efficiently.
Experience with DOE billing, provider onboarding, school services, needs assessments, or utilization tracking is strongly preferred.
